Authorities

How consumers complain (our summary): Per the DGCCRF consumer fact sheet: report the problem on SignalConso (https://signal.conso.gouv.fr/) or call RéponseConso on 0809 540 550 (number not surcharged). The fact sheet says the DGCCRF does not check building accessibility; for buildings, the authority is the préfet de département.

Where service providers must publish accessibility information

Code de la consommation art. D. 412-57 (created by décret 2023-931) and 'Annexe à l'article D412-57'. The service provider must draw up the information listed in the Annex and make it available to the public in written and oral form, including in a way accessible to persons with disabilities, and keep it for as long as the service is offered. Per the Annex, the provider includes information on how the service meets the accessibility requirements 'dans les clauses et conditions générales ou dans un document équivalent'. This includes, as applicable: (a) a general description of the service in accessible formats; (b) the explanations needed to understand how the service operates; (c) how the service meets the requirements. Harmonised standards may be applied. No specific language rule was found. [Some details not confirmed against the official text.] (our summary)

Microenterprise exemption

Code de la consommation art. The DGCCRF fact sheet confirms that no accessibility obligation applies to service providers that are microenterprises. Microenterprise manufacturers, importers and distributors of products may derogate without justification. [Some details not confirmed against the official text.] (our summary)

Under the Directive, microenterprises providing services are exempt (Article 4(5)); a microenterprise employs fewer than 10 persons and has an annual turnover or balance sheet total not exceeding €2 million (Article 3(23)).
